Lady Justice Kazaarwe Voted New UJOA First Female President

May 04 2024: Lady Justice Olive Kazaarwe Mukwaya has today been voted first female president of the Uganda Judicial Officers Association. She now replaces the Deputy Head Land Division Hon. Justice Asiimwe Tadeo who headed the Association for two terms. 

She is deputized by HW Daphne Ayebare (Magistrate Grade I Fort Portal).

Other executive members voted in unopposed include, the General Secretary HW Conrad Obol Oroya Magistrate Grade I Law Development Center and his Vice General Secretary HW Praise Ahurira Magistrate Grade I Matugga.

The new Treasurer is HW Turibamwe Christine, Senior Magistrate Grade I and the Vice Treasurer is HW Mazimwe Lilian Magistrate Grade I Entebbe.

HW Akoko Patrick Synclaire, is the newly elected Editor/Publicity Secretary while the Vice Editor/Vice Publicity Secretary is HW Obizu Mallen.

The newly voted in representatives of the different courts are; Hon. Lady Justice Catherine Bamugemereire for the Supreme Court, Hon Justice Oscar Kihika for the Court of Appeal, Hon. Lady Justice Celia Nagawa for the High Court, HW Sarah Tusiime Bashaija for Registrars, HW Moses Nabende for Chief Magistrates, HW William Muwonge for Magistrates Grade I and HW Waidhuba John Stephen for Magistrates Grade II.

The results were declared by Justice Michael Elubu who is the Chairperson Electoral Commission who was assisted by HW Doreen Ainembabazi, HW Esther Asiimwe and HW Kwesigabo Frank. Voting was done by secret ballot.

About the new UJOA President

Lady Justice Olive Kazaarwe Mukwaya is Judge of the High Court with 25 years' legal experience currently stationed at the Land Division. She is a career Judicial Officer who joined the Bench in 2000 as a Magistrate Grade I. She rose to Senior Magistrate Grade One (2004-2008). 

In 2009, she became Personal Assistant to the then Deputy Chief Justice, Hon. Lady Justice Laetitia Mukasa Kikonyogo, leaving on promotion as Chief Magistrate in 2010, and served in Hoima and Buganda Road Courts in Kampala up to 2014. 

In May 2014, she was briefly posted to the Inspectorate of Courts as an Ag. Assistant Registrar, before she was assigned to manage the donor project.

She was there after deployed as an Ag. Registrar, Planning and Development - a Judiciary arm that partly coordinated the multi-million dollar DANIDA-funded Uganda Good Governance Project. Under the Project, she directly supervised the implementation of a number of Judiciary development programs and Access to Justice Initiatives. 

In 2017, she was transferred to the Commercial Division of the High Court as Deputy Registrar and it was while there that was assigned to the Commission of Inquiry into Land Matters as Commission Secretary.

She has a Post Graduate Diploma in Public Administration and Management from Uganda Management Institute, Post Graduate Diploma in Legal Practice from Law Development Center and a Bachelor of Laws from Makerere University. She started out as a Legal Associate with Ruyondo & Co Advocates in 1999.

Lady Justice Kazaarwe also works on the Executive of the International Association of Women Judges of Uganda as a Vice President.
